What is ZRA Smart Invoice?

ZRA Smart Invoice is Zambia’s mandatory electronic invoicing system. It replaces paper and free-form invoices with digital invoices that are transmitted to the Zambia Revenue Authority as they are issued, each carrying a QR code and a security signature that proves it is genuine.

The short version

Smart Invoice is a software-based electronic invoicing solution that VAT-registered taxpayers use to issue invoices and report stock data to ZRA. Instead of writing an invoice and hoping it is acceptable, the system produces an invoice ZRA has already received and validated — stamped with an SDC signature and QR code.

Who must use it?

Electronic invoicing via ZRA Smart Invoice is required for every VAT-registered business in Zambia under the VAT (Electronic Invoicing System) Regulations, SI No. 58 of 2023.

Since 1 January 2025, only invoices issued through Smart Invoice qualify for input VAT claims and deductions. In practice that means an invoice that did not go through Smart Invoice can cost your business real money at VAT time.

What makes an invoice compliant?

A compliant tax invoice carries the mandatory fields ZRA specifies plus the SDC block returned by the system: a receipt number, a security signature, and a QR code a ZRA officer can scan to verify it. Numbering must be consecutive and tamper-proof, and once issued an invoice cannot be quietly edited or deleted — corrections are made with linked credit notes.

Portal or integrated system?

ZRA provides a free Smart Invoice portal where you can key invoices in by hand. That works, but it means capturing every invoice twice — once in your own records and once in the portal. What are the penalties?

Enforcement of electronic invoicing began on 1 October 2024, and penalties apply for non-compliance.
