Yes. Electronic invoicing via ZRA Smart Invoice is required for every VAT-registered business under the VAT (Electronic Invoicing System) Regulations, SI No. 58 of 2023. Since 1 January 2025, only invoices issued through Smart Invoice qualify for input VAT claims.
